There's two ways that we can link to files behind LDAP:

1. We can list each file explicitly on a page like this, or
2. We can use a Tomcat app to dynamically generate a page that lists every file that the user is eligible to download based on their roles.

I have created a handful of files on Contra to simulate what this will be like in production. Since I'm lazy, I only made files for AL, IA, and MO. Give each option a little thought.

Option 1: List each file explicitly
